It's meant to be able to handle many traps(and to a lesser extent locked doors/chests), have a great UMD, and do great DPS with dual khopeshes. The second Toughness was because I ran out of ideas for feats and HP seemed a good idea since this guy's mainly rogue and thus has lower hit dice. I think I'm starting to get the hang of making good character builds.

	Just real quick, drop that 14th level of Rogue and get 1 level of Barbarian instead. The faster run speed will be nice as well as the occasional Rage.

Go 19 Rogue levels and then take 1 level of Fighter (if you need the feat) or 1 level of Barbarian for the Rage/Faster Movement. I'm not convinced either of the Rogue capstones are particularly useful enough to offset the benefits that 1 level of fighter or 1 level of Barbarian give you.
