as i understood it....Amrath is now dropping more larges..
newb thinks 'oooh Amrath is so hard! fw no longer works there. i'll go and 'contribute' to lots of shroud runs. and oh i can do a lot of other raids... and i can do this IQ stuff. and never go near Amrath where my fw doesn't work.'
newb then is then sad that it takes months to complete GS because they have no larges and not enough high level chars to run shrouds (and their shrouds keep failing anyway - they don't know why).
and then suddenly... larges are dropping a *lot* more in Amrath... the word gets around. maybe the newbie will get their GS faster.

Also, as a major FYI-after you xp farm Reavers Refuge, you can take level 19. It will not effect your xp at all in Faggot Quarter.
Although, if you do it correctly, you dont need to go to Faggot Quarter, Reavers Refuge would be your stop.
yep... and in this you can skip Amrath altogether XP wise if you're a newb with no TR char. hence other than the casual flagging for TOD there has been no incentive whatsover for newbies to run Amrath - and so they don't. (Yugo pots nice but not necessary).
