Looking over the build, it looks like you want to be caster based.
Not sure if you have your heart set on a Dwarf, just saying, Human or Helf is probably better for a evoker type.
With human you can take the extra evocation feat for implosion and blade barrier. Speaking of feats, I'd probably drop empower heal for Spell pen (Or greater evo if stuck on dwarf). If your heals are mainly for you, empower heal will just be overkill. I don't have it on my evoker and I don't have any problem in raids etc healing other people.
Craft a greater Evocation ring (preferably with large slot for 160 extra sp) as soon as you get BB and you'll rip up anything that doesn't stand still.
If you go Helf, the paladin dilly is pretty strong. You're basicaly exchanging 1 feat and some AP (Can't remember exactly how many) for +5 to saves. The feat dropped would be spell pen/empower heal.
Dex is probably more important than str as well if going to be caster focused. +3 to reflex at endgame is pretty big. A bonus of +3 to hit and damage for a gimpy melee toon isn't going to make any differance worth mentioning.
All that said, max wisdom first. Order of importance of abilities.
Wis > Con > Cha > Dex > Str and int.
You only want enough cha really to cast lvl 9 spells. A few more points above is nice for cha damage stuff, but if you're going to do challenges only and there isn't anything there that damages CHA, then just aim for 20 with items (22 ship buffed).
