This is pure Marketing. The Expansion starts at Level 16. All those F2P and slow poke VIP's who didn't have any characters over 16 were less likely to buy it. Get all those accounts at least one level 16 character and you improve sales. It's very simple. The Vets would still be TR'ing or waiting they aren't worried about what us lunatics are doing for the month prior to the expansion they know we will be there at launch. They want to sell more units.

	Char slots are 20% right now, too. Turbine is really really good at getting people to spend.
