They have seen that they fucked up with Ottos, and you could reach lvl 19 with the stone.
They know that if they touch the coding, they will fuck up royally, donuts will rain, Voice of the Master will give you a 67% XP bonus and shroud blades will appear in Khortos.
So they make a new Stone for 7th level to 15th, with a new coding. Of course it will be fucked up and feather_of_sun'ed, but they hope it will work.

With all possible bonuses running, assuming pots, shrines, voice and so on still work, this will take you from 289,500xp to 3.534.819xp; 844k short of cap, or roughly twice as far away as the old box.

Of course, if those bonuses *don't* work, they're only giving you 1.78 million, and you might actually play the shitty new quests.

Oh yes, that sounds like an enormous amount of fun, right there, particularly for someone who doesn't have a great deal of game time and pretty much has to run solo.  The XP you don't have to obtain to get from 7-8 is not remotely comparable to the XP you do have to get at the other end in terms of time spent.  100k at one end is not equal to 100k at the other.

I suspect that Bigby has cast Intrusive Finger at the stacking nature (voice/shipbuff/xp pot) of Otto's box and those that love them.
