That's a code for failed operation or access denied on Windows.
Did you get it on the Turbine client while trying to log in?
If you where banned, don't know from personal experience, but think you should've received at least a notification about it and it's duration either in a mail inbox or forum account.

Tried tracking the code with somethin' game related to narrow the problem.
Found some result on Lotro forums and going further, lemme code you this link to Turbine support page, maybe there you can obtain some remedy for that server login queue trouble.

had this a few times yesterday when attempting to log in, and figured it was my anticipated ban.

checked email, nothing there. tried logging in again and straight in, no problems. maybe 4/5 total log attempts before i got in.

LOL, if that's being thrown because of bans, it shows Turbine's lazy as hell - triggering a generic read error (typically fired when your read command reaches an unexpected termination of OR null stream of data) instead of an explicit one (account could not be authorized via a generic permissions error code woulda worked) is just plain lazy.
