This doesn't make sense on a number of levels.
OC doesn't care for the crit profile of the weapon it's affecting. It adds one additional heap of base damage and seeker on a confirmed crit on a 19 and 20. This happens with all the weapons, be it an eSoS, Cleaver, a Heavy Pick or Handwraps.
Because of this, weapons/attacks with a high base damage, but with a mediocre crit profile have a greater benefit from OC than those which have a mediocre base damage, but a good crit profile. Handwraps on Monks with their high die step, full str bonus with their offhand attacks and an EarthIII-induced crit profile of 19-20x4 (which translates to 27*base damage + 8*seeker over 20 hits, assuming hitting on a 2) clearly are in the first category. With OC, this translates to 29*base damage + 10*seeker. Ignoring the seeker part, it's actually an increase of 7%.
High Base damage -> better absolute bonus; Bad Crit Profile -> better relative bonus.
