It does, but it's not a tier 2 twist that can be cast every 20 seconds.   DI fire based with this twisted in puts out some really massive numbers for minimal spell point expenditure.  Both the good and fire damage from consecration are treated as "fire" for the purpose of determining spell power and such.

If you remain in DC and take the pieces that give the AoE healing and stacking 10% damage boost as well, it works out rather nicely as well.
