Wis Based, Evocation EQ Specced (but -1 DC w/o 9th level spells to Heighten or Mantle of the Icy Soul) Probably Fire Savant (would go Water in a 3/17 split).

EA or DC would pair nicely I think.

Just bouncing ideas around my noggin.

Would a Druid Call Lightning apply Vulnerability with Air Savant?

Could also do a Cha based Sor5/Druid15 to run in Draconic with Evocation Augmentation, Sound Burst and w/e else Sense Weakness prolly.   Heroic leveling with Maximised/Empowered SLAs FTW!!!

I messed around with Vulnerability from Air Savant and Arcanotechnician. It seemed to me that a thunder forged thrower is going to hit max stacks faster than a caster.

Looks like Earthquake isn't an earth spell? If not (so it wouldn't suffer from penalties) I like the idea of an Air Savant with Wind Dance and Earthquake. The Jackalope build.
