So ... the "research" I did got mostly invalidated by the champion nerf. But since most of it went towards ruling out places for renown farming, I've decided to go ahead and post what I have. These places can still be ruled out, as the nerf only made them less suitable, if it changed anything at all.
I am no longer testing any spawn places, as the near-immediate nerf discouraged me greatly. Champions, fubar as they were, was the most interesting (non-"feature") development in the game since MOTU. And MOTU was interesting, but had serious detrimental effects on long-term playability. As implemented, destinies killed the game. Thunderholme, with its actively insulting farm rate, just came along to shit on its grave.
The never-to-be-completed list:
EH Haunted Halls Skeletal Giant - Some guardian skeletons spawned are champions, but not many. None drop a chest. To be really thorough, I'd have to go back and kill them hands-on, rather than by stepping out of the room.
Haunted Halls mimic bug - Mimic is never a champion.
EH Haunted Halls zombie rooms - Zombies dropped no chests in my testing.
EH Wiz King scorpion rooms - No champion scorpions.
Elite Tempest Spine ice & fire - Raid. No champions. (Feel kind of stupid for checking, but a confirmation is a confirmation.) Elite Xorian Cipher – Champions spawn among the infinite skeletons, and they drop chests. Or at least one. That's all I got testing on my epic toon. Both spawn and drop rates might be affected by toon level, however.
Elite From Beyond the Grave – Champions spawn (seems like about 5% or fewer of the mobs), but no chests.
EH Fleshmaker – Air elementals are not champions.
Elite Monastery – Champions, no chests.
Elite Prey on the Hunter – Many champions, no chests.
I find myself wishing DDO had gone into maintenance mode before the current and previous crop of devs had the chance to fuck the life out of it. By the time they're done, DDO will be a cheap WOW knock-off, with only one viable build, suitable for playing while taking a shit.
