You got it all wrong.

The term 'barbarian isue' is barbarian language (yodaian tribe dialect) for either of
  • I am going to sue a barbarian
  • I am going to sue any barbarian
  • I am going to sue all barbarians

The ambiguity occurs to the well known main limitation of the barbarian language - there was no need for linguistic precision.

However, it is my understanding a popular american equivalent would be

'ima sue a barb'
