	does it matter on divine casters? was going to throw shields and Heavy armor on my Druid and FvS and not give a shit about the -to hit because who cares.

	If you are not proficient you will get only the base armor prr, proficiency will give BAB+6 PRR in addition You could scroll master touch to get proficiency with tower shields

I'm not sure if you refer to two different toons? I've never tested it, but breaking the Druidic oath precludes you from casting your spells, using SLA's and abilities like shape change. So if you go heavy armor and tower shield make sure they're not metal.

	You need to be proficient to get the full PRR/MRR benefits. Towershield proficiency can be provided by UMDing Master's Touch Scrolls.

	The only tower shields that a druid can use (that I am aware of) have proficiency built in. (heroic/epic Madstone)

	using a shield without proficiency gave like nothing over an orb, wearing dragonplate on the other hand gave a ton of extra prr and mrr, so that's nice.
