I'd be fine if they ditched Reaper difficulty in level 1-30 content. The idea of Legendary content sounds better. I prefer end game content that this challenging. Like the old epics and Epic raids. My favorite time period for this game was when eDQ, eVon6, eChrono, ToD, LoB, and MA were the end game with 12-20 6 man epic quests that were challenging.
Invest the effort of retooling 1-30 quests with a new difficulty into more end game content.

I never enjoyed DDO as much as that magical time before MotU.
I had many happy memories of Epic runs through Sentinels, the deep satisfaction of assembling a Shard-Seal-Scroll item (even if it was Tenplar's Bulwark) and the wondrous non-caring about XP or BB because you were already at cap, and everyone was in the same boat.
Shroud runs every ten minutes (just swap to an alt and run it again!) and MA/ LoB runs that weren't ridiculously short-manned.
People actually ran ToD sometimes, with a full raid party.
Epic VoN wasn't a Milk Run. eADQ required more than 3 people to complete. One token per quest per day kept people cycling through the content, without it being a pointless grind. It honestly seemed faster TRing then than after the whole "token fragment drop" nonsense they implemented later.
Seems almost like a Tale of Innocence Lost, really...
