Its about 10-15% DPS on bosses depending on your SA, so you lose that much DPS.
It doesn't break any builds really, just reduces physical damage from PC.

Given the massive power creep from enhancements and gear over the past year people should just shut the fuck up about this.

We experimented in reaper 10 with a lot of different builds. Melee monks, fighters, rangers, and barbs all performed decently well when the tank, dc caster, and healer were performing their roles well. You are kinda at the mercy of the other people in your party though.

Personally, I think a melee monk is going to be a solid party member in any reaper party/raid.

Some builds' optimal race choice may change. I'll probably swap out of human next time I level a shuriken build, netting more Dex as a halfling. Other builds don't scale percentagewise with a stat though, while the extra human feat generally means 2 more melee or ranged power (which being a % increase, still blows away the +1-3 stat bump available on non-humans.) Couple that with human still being one of the best racial trees even without the double boost and human still should probably be the default choice for endgame DPS. It does leave more wiggle room for justifying other race choices though.

It doesn't break any builds. It does disproportionately affect builds that aim to save everything for a full retard burst (cough...Fury of the Wild) compared to more steady DPS.

I'm pretty interested in seeing the new burst damage numbers though, (vs the dojo kobold, or whatever...) No double boost means we won't be seeing a new furyshot record for some time, I think.
