Hi before monk and ranger pass i made this toon halfling 12monk/5wiz/1rogue shruiken thrower

31 AP spend in Eldritch Knight
21 AP spend in Halfing racial tree
12 AP spend in Ninja spy

how i revive  this build dont want to tr

If you absolutely dont want to TR then you'll need 2 +5 hearts to fix this build.

1st time to remove all Wizard levels and make a 17mnk/1rog toon.

2nd time to add 4 ranger levels @ level 18.

Ultimately the build will be 13monk/6ranger/1rog/

It's playable as is.  Just stay at 12 monk 5 wiz and add 2 more rogue levels.  Tier 5 Ninja Spy take all Sneak Attack enhancements you can and play in Shadowdancer in Epics with Pin twisted with extra helpless damage from NS.  Something like:
12 Monk/5 Wiz/3 Rogue
Ninja Spy- 32 Assasin- 14 Mech - 15 leaving 19 points in whatever.  You could also use 1 +5 heart and go 12 Monk 8 Rogue to make it better.

when did you take the rogue level?
you may be able to swap that out, then put in 4 ranger (for wizard) and then take 2 ranger from lvl 19 and 20.

ditch the rogue level first IMO, if you end up with an odd wizard level its quicken
