Some comments:

Unseen Blow: 14-20x5

The problem with Unseen Blow is that there's only the ML14 heroic version, so it's not great for epics.

(10*1+7*4+2*5)/20 = 2.40 assuming miss on a 1

Although technically the best I've found would be a Barbarian/Fighter/Cleric Silvanus build. Doesn't have great synergy outside of crits, but oh boy they're friendly.
Ravager T5 obv doesn't stack with Kensei T5, but it's +2 when raging so:

20/x3 Base maul (Drow Maul is just +2 range)
19-20/x3 ICrit
17-20/x3 Silvanus
17-20/x4 Kensei Core 3
15-20/x4 Ravager Tier 5
14-20/x4 LD Pulverizer
12-20/x4 Drow Maul

19-20 +1 Overwhelming Crit
19-20 +1 LD Devastating Crit

(10*1+7*4+2*6)/20 = 2.50 assuming miss on a 1

End result it might actually be the best baseline (obviously Swashbuckler Exploit Weakness wins if you're counting averages).

It's also nice because you can run in LD instead of having to run in DC.

The downside to these two is that they're heroic weapons, ofc, with no epic named options which are quite as good. But since OP asked about best crit profile not best DPS...

Good catch: I forgot that Assassin's Kiss is the only dagger with x3 crit multiplier.

EDIT: Forgot to include any ranged weapons. Gt xbows with Expert Builder + Celestial Champion become 14-18/x4 19-20/x5. Needle with Keen Edge + Strike w/No Thought (or Expert Builder + gnome crit range bonus) is 15-18/x4 19-20/x5 in DC. Likewise a pure rgr or Kensei can hit 15-18/x4 19-20/x5 in DC with Pinion or Sapphire Sting.

Different bug - that was just for the +2 Silvanus thing... I *think* they fixed that one. 

This is a stacking issue, like the crit range is 2 better with one thing, and 1 one with another, but only 2 when both are on, and it should be 3.

I didn't realize that swash + IC was giving such a large crit threat bonus. This makes more niche bard throwers a bit more interesting I think. Like a level drain focused Shuri Bard using Enervation GS shuri using Racial AA, 10 Racial Pts, and 32 in SWB for Exploit Weakness you would be criting and thus level draining an absurd amount of the time, but still be doing pretty strong damage numbers just from critting so much. Not sure what Destiny yet, probably a few options.

Or the example in that thread of a T5 FB + SwB which is using a Nightforge Spike which is gay and retarded, but switched out for a shuri version could also be pretty strong. Your doublestrike is going to be really low though.

Threat used to work. I ran a bard thrower when MoD came out and ran in EA.
The large crit range and light damage on crit was decent DPS in there.
multi was broken

I don't remember, to be honest.  Gave up after it was released broken, and they were like "yeah, we know" for YEARS.  It was on the known issues list less than a year ago.

Test it - maybe they fixed it.  Keep in mind it'll display like it's working, but the combat log shows it isn't.

yeah the only thing I don't know personally about is if the SWB is giving double crit threat for Imp Crit throwing. I've never tested that.

The mentioned handaxe bits are why I pushed so hard for an actual named hand axe with improved critical threat. Handaxes are my melee weapon of choice because of the fighter/bard split mechanics.

Now all I need to win ddo is a spooky themed runearm that shoots ghosts, once that gets made I'll be all out of ideas for cool items.

throwback to #fixthebugsfirst, I really miss Zebedar around... mobos seem so dull without him showing up in every thread and yelling at people about things that aren't and weren't true. Wherever you are, man, I miss you <3

It is really sad that it takes a player who is also an employee to be a proponent for a particular weapon and/or fighting style.

Steelstar and his supposed love of Artificers is an example.  Damn, what would Artificers look like if a dev didn't actually like to play the class?
