A DC 100 phantasmal killer is another. It says there's a chance on every hit, but with an HP limit of 5k, it's rarely noticeable.

Since 5k is on the low end of a crit, yea, what's the point?  People who tried it on Lami said it rarely even procs, so probably a 1/100 chance.  You'll crit 20 times before it ever throws down a dc 100 pk, and in most reaper content dc 100 is questionable.

The whole concept was a shit one to begin with, that 1% chance to proc makes it a wasted weapon effect. Then if it was 100% chance to proc on hit, with the 5k limit it would just be annoying as shit to see it go off all the time with no effect.
