Did cutter get some massive upgrade?

I am not an awesome player I rely on others to help me with builds and gearsets. That being said I have paid attention and learned a few things along the way over the past few years.

I got into a discussion about cutter vs adrenaline. I mean to me it seems like a no brainer. I actually got downvoted out of the conversation supporting adrenaline and the dude who posted about why cutter is better got 109 upvotes.

Am I missing something here did cutter get some huge upgrade?
