Need help fixing my gimpy ranger Tspoon

So, I am in the process of going through all of my toons and reworking them, as many are ok builds but with deficiencies as in Tspoon, lvl20 halfling ranger. 

His current stats are 26 32 20(22 with gs rapier in hand) 10 18 10, just shy of 400 hitpoints with a GS hitpoint item.  Ultimately I am going to TR him but I still need to work out either iceys or DT better and get a few more goodies and make him a GS cloak hitpoint item to replace the GS goggles he has, but in the meantime I want to fix him to the best possible build.  I never took toughness (doh!) so that I will switch that for OTWF or imp crit ranged and then pick up the racial enhancements, and eat a +2 con tome, so that will get me to the mid 400s for hitpoints. 

The question is whether to do a lesser res to fiddle with the stat distribution or do a +1 or +2 gtr and add monk, rogue or fighter levels.  He has already eaten +3 st, +1 dx, and +2 cha tomes.  If I did a res (non TR) I could reassign his attributes to 14 18 16 8 10 8 and put lvl ups into St and eat a few more tomes and get to 28 30 24(26) 10 18 10  If I was able to get an exception dx I could get my dx back to 32 with a +2 tome.  I already have 2 min2 GS rapiers one AC and one Con, so I think I want to keep trying for an AC piercing spec'd ranger.  I have a number of other toons that need attention and GS items so it's not trivial for me to just make new ones, nor really expedient.  I would REALLY appreciate a little advice here, I appologise in advance if this is a little scattered, hopefully after a few rounds of suggestions things will crystalize.  T

Edit:   Here is a build out of 18/1/1 rgr/rouge/monk, looks pretty good.  final stats /+6 items 26 30 24(26) 13 18 10 and unbuffed AC of 55 with +6 armor bonus no alchemical dodge, icey or chattering ring.  PLEASE INGNORE THE ORDER OF FEATS AND CLASSES as this is a GR not a TR.

If I don't go true neutral I always go chaotic good (or lawful good in case of monk or paladin, obviously).  Something about being able to use pure good weapons at low level just seems worth it to me.

Agreed.  With alignment change now in game you can always move to true neutral when you have the umd to use good aligned weapons.

u keeping the monk? yes monk, then lawful neutral. no monk then true neutral. want to use pure good, go lawful good

as to your ranger, it really depends on what class split u want. /monk = more wis lower con. pure = dump wis. do u like ac? yes then high dex and wis. no = dump dex to 13

So I went LN and the build as I have it posted, however I wasn't careful and the planner let me take tempest 3 without the requesit feat.  So if I want to fix it and take tempest 3 I need to switch a feat, but I don't really see one I want to lose..  weapons finesse is one possibility, my strength is going to be 28 with Ram's might so I only lose +1 to hit and with rage it's even or better... hmm... I think I took WF pretty low down, level wise... might have to do a complicated feat exchange...  probably worth it?  Maybe switch toughness, which I took at 18 for OTWF or TWD, and then switch WF for toughness, hmm.. that will bork my enhancements a bit.. thoughts?

  Overall I am quite happy with this build as an intermediate point which I grind for gear and tomes.  T

14 con will be enough. My ranger/monk at L20 has 450 hp. Granted I have 60+ self buffed ac too
