The official forums have been a joke for a good long while. It comes it goes, and they progressively get worse as word gets around as to just how far one can troll the majority and get away with it.
Regarding H4x - for just one second look at it from a DDO forum mods point of view -
H4x posts his drivel in the suggestions and/or pvp area. At most his "suggestions" are sophomoric, but as far as I know, the suggestion forums doesn't have any rules about posts being viable.
If you don't like how someone posts there are tools at your disposal to ignore him. If you attack H4x, you are forcing their hand.
The one thing I would say is I think they infract people in his threads for crap. Early on, Tarrant infracted me because I posted in response to one of his many PvP posts something to the effect of "Do you think that the game might not be modified to an extent that will make you successful at PvP?". I thought that was kinda lame, since he opened the door for that criticism.
Regarding rep -
It may or may not be broke. I think it has some value, in that it did change the way I posted when I got red boxes a long time ago. How others are treated and/or modded is like raid loot. If it doesn't have my name on it, it really doesn't concern me.
