yes tomes work every other odd level starting at 3 for +1, 7 for +2, 11 for +3, 15 for +4, 19 for +5 ~ more of an assumption since they dont actually exist anywhere except in my head.

To me you get bow-str and manyshot, you get gtwf ... every ranger is both melee and ranged. Comes to splashing or pure fighter type AA's I still see no reason why you cannot fit in feats to do both.
