Whats the ideal dex to start off at excluding tomes and what to you need to have with tomes end game?  For a repeater build.

17, so a +2 tome will get you to 19 for the feats you need (Improved Precise Shot).

It might help that I know a guy who still has several +3 dex and int tomes. Seems that's all he fucking got were dex and int tomes

If you only knew someone who has an unbound +3 STR tomes that he would be willing to trade for a DEX tome.

I'm going human next on mine for the Crafting DMarks til I get her high enough. +20 Crafting lvl is sexy....

Yes they are. I'll TR my pure crafter either when I hit 100 buffed or decide there are too many good leveling recipes at around 70-80 to pass up.

(I'm both cheap and  a bit lazy.)
