No, it's gimp because you took dex and two levels of rogue. FSM help you if you also have that much strength.
The basic rouge2, then wizard. for umd and evasion. Nothing new. Then I start thinking. This is rarely a good thing.

Not if you intend to get your dexterity to GTWF levels.
Now, from how I'm looking at it. pale master and tempest. dual wielding the typical Khopesh, in either vampire or wraith form, depending.
Don't bother with the kopesh until you have imp crit:slashing (at lvl 18)
toss up all of the wizard buffs, bring out a summon for fodder.
think it'll work? I dunno. sounds legit on paper.

granted, with a base 14 str, +6 gear, and +6 from tenser/vampire form to make it 26 without tomes.
Sadly, I've played a weaker ranger.
now, it'll give me 6th level spells, and most of the spells I'll be tossing around will be buffs.
You could always cast ram's might. FOM is nerfed to Hell. The rest you can cast as a wizard.
feat wise will be tight, I need dodge, mobility, and spring attack. + proficiency for the khopesh, and g-twf.
Kopesh is pointless without imp crit:slash
that gives me 4 feats +3 meta magic feats.
eschew(I'm cheap) mental toughness, improved mental, extend. 3 feats left. so, weapon focus, and some crit feats at higher level.
eschew is easily gimpy enough for this build, imp. Mental toughness is even worse. Weapon focus is only worthwhile if you are so gimped you can't hit the mobs otherwise (an honest possibility for this gimp.
basically, spend two hours buffing up. toss a fire wall, and jump around stabbing things in said fire wall, spam the lv4 spell for extra healing if I need it.
I won't be nuking anything super hard, or tossing do or dies.
While wasting stats on dextertity and spending on strength, what could you land?

If you really want to play a D&D gish, I suggest going to grand old games and picking up Baldur's Gate 2. Start a high strength max int toon on fighter, switch over to wizard at level 9, then raid the spell stores so you can quickly level by learning spells. It just don't work in DDO.
Step one, dump it.
Step two, figure out what you want. And pare down everything else.
You have too many high stats even if you want to dump int. You should either dump dex and skip tempest or go fighter (you really don't want TWF it is too expensive and nerfed to Hell).
It boggles the mind that you want a ranger. All the DPS of a paladin and you can't even use those heals in undead form. Also you are spending three feats for a <5% DPS increase when you don't have any DPS to increase. If you have a pair of greensteel khopeshes it might make sense, otherwise forget it.
TL;DR
Reroll your 4th level paletrapper correctly: dump dex, 2nd rogue level at 9, etc. Stick to cookie cutter builds until you at least know what the feats do and what the requirements are.
