We got some official word on this: Vargouille - There have been some mistakes and some oversights.� We absolutely planned for Fighter to still have Haste Boost.� For various and sundry reasons it is not in the current build on Lamannia.� It's absolutely a bug.� Any similar issues that look "wrong" to any player should be bugged. Also, I redid the enhancements on my artificer and found that my spell power is about the same as it was prior to the changes.� It�s still not as high as it is on live due to not having the same gear.� I lost Arcane Empowerment.� But I gained better rune arm usage and more crossbow goodness.� Now, If I could only get an idea how my drow fighter would work under this system.� And lastly, Feather_of_Sun does get a thumbs up from me for the changes to the minos legens.� LINK

There are parts that are still in serious discussions. Lots of ideas, not all will stay, this really is the messy potpurri that QA usually deals with that people don't see.
