Maybe not all.  They can skip The Pit, Proof is in the Poison, Tomb of the Tormented, Chains of Flame, Coal Chamber, Threnal - Coyle, Small Problem, the whole Sentinels series, the whole Druid's Curse series, Titan (pre raid and raid), CiTW, and whichever Necro II quest makes  you swim through water all the time.

BTW, can you re-run content in NWO?  Seems to me the quest givers don't let you re-run a quest and the quest entrances are dead after you complete them.

A few quests are repeatable, but not very many.

How can you tell what level range a foundry quest is for?

I've done a few Foundry quests too. Liked some, didn't like 2 so far. I think I'll try the editor this weekend

Race is irrelevant.  This isn't DDO.  There's 5 builds.  The only thing that you do during character generation that really matters is your appearance and your name. 

The only thing that matters during the first 30 levels is what order you take shit in.  You pretty much end up at the same place regardless.  Once there are multiple Paragon paths you might see some variation.

Humans get 3 extra heroic feats to spend. All the other races get some racial bonuses. See what they are, they are usually better then 3 extra heroic feats.
