I know there is an exploit to get at least two MABAR signets per day on the same character on the same account on the same server.

How do I know this?  I did it on Thursday, six hours apart. 3 PM EST and 9 PM EST.   I  mentioned in general chat and someone doubted me so I linked them in general chat.  At the time, I did not know I was supposed to only get one per day.

I will leave this as an exercise for the class to figure out.  I always hated when my professors said that.

Do I consider this a game breaker?  No.

Have I tried three in a day?  No.

Do I enjoy the Mabar Lag during peak times?  No.

Not a bug. Been acknowledged by the devs. The reset time is a set time, not 24 hours after your first signet.  Challenge tokens work the same way on the same timer.
