Well they obviously know they can't actually fix the bug. Or if they do "fix" it, it will reappear. So this is their solution. Kind of funny, and if the big fix itself wasn't buggy, it's kind of clever. But Turbine obviously can't do clever.

To be fair to Turbine, budget restraints have limited their supply of Magic 8 Balls so they can not be sure if any fix they have will work.

It doesn't seem limited to specific-ML gear.  The defining factor seems to simply be that it's post-U19 random-lootgen gear/weapons (not extensively tested).  I would assume that adding augments, binding, or any other modifications to the item would have a chance to mess that up, but haven't tested that either.

FoS - Making random lootgen look better and better all the time...

Yeah this smacks of do-something-now until they get time to fix it. Shame they fucked it up initially but at least it didn't make it to the live servers. If they'd done it flawlessly I would've had a good giggle the first time I got hit with it.

Sadly, they never take time to fix it.  The bubblegum and duct tape throughout the code is rampant and probably a good reason it is so prone to bugs and problems.

They didn't fix the dupe bug, they reverted it to a previously bugged state.
They didn't fix the Mabar tome thing, they just shut it down.
They didn't fix the equipment bug, they just created a debuff to stick on people & broke hirelings in the process.

I'd usually agree (epic destinies, prestiges, and so on) about not bothering, but this benefits us - I expect there'll be a way to shake off the debuff - and harms store hire sales so I guess it'll get the attention of the paymasters.

The Burden debuff - it means even if you find another way in the future around the equippable level limitation you still get caught.

So after careful consideration I think that one is a good solution. 

Except that it will fuck PC's in all kinds of ways when it pops up incorrectly. 

I wonder what happens if you get neg levelled while wearing gear that is suddenly higher levelled than you are? 
I wonder if it affects neg-levelled mobs?
I wonder what happens when items recalculate their minimum levels?
It's clearly already affecting pets and hirelings when it shouldn't be.
