Just means your problem is not related to fragmentation and HDD thrashing. Could still be a flaky SSD too. Is it an old or new SSD. Does it support TRIM command? Might need a cleanup.
Also opens up the possibility to router issues on your local network (if you run one), to connection issues (packet loss) to potential internet routing issues (not much you can do about that). You could try to isolate the cause (if it is just one) thru testing.
Have you tried to narrow it down?
Is the 2nd login only required after a reboot/cold start?
If you leave your PC on and go back several hours later to login, does it still require a 2nd logon.
If not, you could still have a caching issue - do you have caching enabled?
How much RAM are you running?
Do you have a page file active for RAM overflow? (Suggest you put it on your HDD, not the SSD).
Lastly, I would check your vid card drivers. Depends on when the first login craps out, but if it is during a transition, it might be a vid card driver issue that your OS error traps and repairs for the 2nd login.
Just a couple of ideas from problems I have seen over the years.
