Don't feel to bad Gar, Ollie is just sorry he can't help you. See as he told everyone a month ago he was "going away" he can't really help you or anyone else now 

If he hadn't "gone away" I am sure he would have been happy to pretend to know how to do it for you, and made a lot of hints about it. But since he felt that he should "go away" and gave out a bunch of "going away gifts" after his main account was "terminated" all he can do is insult you for asking questions.  He does that to feel better  he did this even before he had to "go away".

Keep asking around, send out some PMs after taking some time to search the vault for what you can. Use keywords in search like, throttle, netlimiter, netbalancer, latency, packets, otto's, windows, etc.
