Well, I doubt he's in North Korea, unless he is one of the 0.01% of the polulation Kim Jong Un either allows online or hasn't eaten yet.
That leaves Russia, Syria, Lybia, Yemen, Venezuela, Zimbabwe, Sudan, South Sudan, Somalia, Lebanon, Iraq, Iran, Cuba, the Balkan Islands, Balma, Burma, Central African Republic, Cote d'Ivoire, or the DR of Congo. Maybe he also engaged in narcotics, terrorism, the rough diamond trade, transnational crime, was somehow involved with Sergei Magnitsky, or was a member of the Former Liberian Regime of Charles Taylor.
So.... those are pretty much all of our sanctions.
