I decided to try a dex scim elf build to check out the new ranger pass and didn't find the DPS to be anywhere close to a khopesh TWF build.
On LD with overwhelming critical you are doing 38 times your damage in 20 rolls, and 37 with scimitars. That's about 2.7% DPS (a litlle less considering the scimitars will get more damage from seeker and blasts/bursts effects), for the cost of the khopesh feat. The capstone gives you 4 dex, wich would make even the dex you could get on LD, but now you have not only the extra feat but some more points to spend on destiny. 3 go to critical damage and the rest is extra constitution...
I think that amount of damage you loose cannot be noticiable, and the trade off is already worth it considering you get a feat, some con and some seeker, to make your reflex work, what is definitly noticiable.
Now there is another thing: by dumping strength that opens more investiment room to put in int and maybe get more out of kta. I have not run the numbers and I don't know if you can get all you want from the ranger trees and still get kta.
Definitly I see no reason to play a str based ranger instead of a dex based ranger, but I wouldn't do an elf. Human is just too good with those boosts. I'm not sure why you felt your DPS was way down on dex based, but probably that's because you went elf. Also, as khopeshes crit harder but less often you may feel they do a lot more damage than scimis, but the real difference, for rangers is pretty low (less than 2.7%).
