they will give a cooldown to proc. MM spam makes it insane atm with scaling power and crit chance/multiplier.

They have all the same stuff heroic shroud did.  Slightly different features in some cases, but mostly the same.  What really works well is slightly different.  But you can (and should) be planning for good T3 bonus effects.

Hell, even the art department phoned it in, cuz half (or better) of the blanks are just plain ugly.

I will stick to my plan of skipping Epics and getting my main to Completionist. Then maybe take a break.

Almost all of the T3 affects are working on bosses, even if they shouldn't.  I'm sure that will be corrected.  I'd not count on freezing bosses into blocks of ice or blinding them for much longer.

And by "corrected" we mean "nerfed from orbit", to the point the effects won't work at all in Legendary content, like they did with Mortal Fear.
