But do i focus WIS for SP, CON for HP, CHA for turn undeads? also what race would be a better choice?

Alright, ill throw a build together for that tomorrow, did a quick helf build that focuses on healing/CC. And i want the cleric past life anyway so cleric it is. Also itll mostly just be guild running legendary so need to be tanky/strong CC, aint gonna do shit to have a bit more damage from elf enhancements, probably use a damn triple positive LGS bow.

I'm sorry.  You are new.  Nobody mentioned to you that "Blaine" is a moron known as KNN who quit playing DDO 8 months ago because Turbine nerfed his lame FvS/Fighter Elf AA build.  He has no idea what he is talking about.  (He was kinda clueless 8 months ago.  Now he is massively outdated and clueless).

Raid healing is pretty much an easy button.  You don't need anything to pull it off, since most builds can get plenty of Hamp, when back in the day that was actually something to worry about.  Spell points are nearly bottomless, is spell power to boost your healing and SLA's to make healing easier. 

You should look to tack on something else to the build, since healing doesn't require any investment in AP.  You can still go Wisdom, but focus on DC's, if you want and get a solid implosion.  You can use light spells and SLA's to do a semi-decent Shiradi DPS option.  You could go the melee cleric route with the Warpriest tree (but I generally think this is sub-optimal, unless you are going to splash a melee class).   I won't say the ranged build dipshit suggested is terrible or gimp, but it is pretty sub-optimal these days.  Not a lot of synergy with Cleric.

With more folks about to leap into monks with the inpending class pass, it might be a good time to roll up a healer.
