Here are the Release Notes for Update 41.3.1, released on Thursday, February 14th.
News and Notes:
DDO Store
Racial Action Point Tomes purchased from the DDO Store are now Bound to Account instead of character.

Favor
Players who earned enough Favor to unlock a Tier reward added in Update 41.3 will now retroactively receive their reward.
Purple Dragon Knight Favor is now awarded at its proper tier.

Items
Tendon Slice now properly displays its enchantment on items.

Quests and Adventure Areas
Frame Work - Minotaurs are now curious enough to open gates for strangers under certain conditions. Their chieftain, however, has decided to no longer leave his keep.
Friends in Low Places - Fixed an issue with crest placement.
