Sounds like aspirational theorycraft. I doubt you'd get sub 60 seconds on a kobold boss. You can't gear effectively for both ranged damage and spellpower at the same time, so your 6d6 elemental imbues are going to be crap compared to rogue SA dice.
I ran this build in heroics once and it was very strong. I haven't run a rogue version so you might be right.
Real quick let's look at the numbers. So a rogue would get roughly 12 sneak die that a wiz couldn't get? 12x3.5 is 42. Then about 230 standing ranged power (counting full blitz) at 1.5 multiple for 4.45 multiple on sneak or 187 sneak attack non helpless.
6d6 spell sword is a measly 21 dmg but with spell power of 700 you get an 8x factor for 168 dmg per proc.
Spell power is easily obtained with 2 items. Dusk Lenses and spellpower belt from Ravenloft. This allows you to have Wallwatch set and Mists set.
Dusk- 231 spellpower, Burnscar 202, 100 from spellcraft, 60 from epic levels, then alchemical bonus, reaper bonuses, mythic bonuses, and adherent of the mists bonus, et cetera.
So the Wiz straight dmg proc is down about 20 from the sneak attack but it has some advantages. It procs all the time, you don't need to be sneak attacking. It procs from any range (huge). You can pick any dmg type so often get bonus dmg by picking an element your enemy is weak to. Also I calculated the sneak attack dmg above assuming full stacks of Master's Blitz which is realistic on bosses but not 100% for most quests as it takes time to build up and can fade a bit between encounters.
Finally, the wiz version gets ALL wizard spells and a good int to go with them. OP asked for utility, well how much utility is Displacement, Haste, DDoor, irrestible dance, Power word Kill and Stun and the healing from Auras. If you'll notice the only thing i listed above have no saves at all.
I'm not saying it's top dps but it is certainly in the ballpark and the utility it brings is very high.
