I played Monk for a good while. I recall having an AC monk in the 20 cap days and AC tanking VOD/TOD. Good times.
In the current game, monk dps is good (not great), and their tactics are great (best part of monk). Their most glaring drawback is MRR. It all works at lower levels. They're fun, they're fast, etc. But, when you start getting into reaper the MRR is a problem. You have to be extra good at positioning, managing aggro, and picking targets to make it work well. Even then, you're just get one-shot more often. This isn't theoretical. I run stuff with a friend who plays a monk. He's a better player than me, and he dies more often, and I get more kills. He also has more Reaper points by like 40%. So...
Monks HAVE to use a filigree set for MRR that locks them out of more dps, and even then their MRR is 1/2 or less than 1/2 of the armor-wearing dps toons.
I'm talking about pure wis handwrap monks here. I don't know much about staff builds except that their dps is probably worse. The rest applies.
Bottom line: They're fun and they work in everything R1 and below. If that's your goal, have fun! (No sarcasm). As it gets higher tier, you become more of a crappy bard. Support the party with tactics, minor buffs, and heals. That's my take.
I really enjoyed my Quivering Palm DC monk before they nerfed QP. You can still play them like that. You just have to build around that heavily.
Played an R1 Shroud the other night with a top-tier monk like you describe (even better than my friend), and he got one-shot at the beginning of Part 4 from trash mob. Now, tbf, that was also a lag spike--because SSG. But, it revealed again how monk defenses are sub-par in reaper.
