Is there any build that can use it? I always liked the animation, but I'm curious if even maxed-out it would be any good.

Sucks ass in every conceivable way as a method of attacking enemies.

If you invest in it heavily you will be highly effective at running heroic quests in Elite when you hit 30. It aucks so much.
