Depends on how you view the bug. Do you count "the text description is wrong" as the bug, or "what is happening is wrong"?
The game's design bible is a living document and thus subject to change. Altering the descriptions to match what actually happens is most helpful to the player, since having a "what you see is what you get" is the most important thing. If that's your take, then yes totally.
The counter-argument is that since descriptions are typically written first(as part of the design stage) and effects programmed to match the descriptions, then the bug is that the effect doesn't match the description. In which case no, changing the description does not fucking count as a bug fix.
Is the glass half full, or half empty? Personally, I always say the glass is too big.
