At least 22 in ES seems worthwhile given how many imbue dice you can pick up in various ways and this is essentially a new stacking damage source for any warlock.
I quite liked the look of T5 ES, cone from SE, 3 Imbue from Rogue and the rest in TS. - for a simple cone blaster it should be a lot of stacking dice overall.
For the content I run (racial life, epic life, TR) if my hp's go low enough to need that 20% I'm probably in over my head and fucked anyway, whereas if I can trap and have evasion instead, maybe I can run a few skulls higher than I could pure. I don't know, just weighing up what might be a fun next life.
The main thing you're going to have to keep in mind if you actually go for min-maxing imbue as a warlock cone or aura is:
Getting the +2 from either Embodiment forces you to take an alignment, which also means you're forcing your pact choice to shift as well. If you're going Great Old One you're instantly locked to Chaos. Every other warlock can take Law.
You also need to consider min-maxing the dice: Are you going Shiradi? If not you're automatically playing with Primal Mantle then.
Which primal mantle is going to synergize best with your alignment?
If you're taking the +3 die from Draconic as well, does your pact have a synergistic damage type to double dip on the free spellpower?
