It isn't a bastardization. It was originally Reagan's idea, and the program in its current state was done under Bush Jr. Now run before the pitchfork mob comes at you for putting politics outside the P&R subforum.

Actually, it was Stainer in post 31 who brought politics into it, but whatever...
