a.) I live in a neighborhood full of old retired people. Even older than stainer, if you can believe that. No one has wifi
b.) I don't have a wireless card on my computer, because I'm cheap.
c.) I live in a brick house. When I had internet set up with wifi for my PS3 2 rooms over, I had signal troubles. I can't imagine what kind of shitty signal I'd get from a neighbor.
d.) I used to be VIP, so half my characters would be locked even if I could log in. (no helf, no monk, no wf) Also no shared bank, no elite unlocking, plat cap.

I can send you an internal isa wifi card, and teach you how to make a cantenna that will allow you to steal wifi from the international space station.
Not really the space station, but it has hella long range.
I can also teach you how to make a secure wifi router not so secure.
Stainer, you could do those things, and even send him a Cantenna already assembled and cabled, but it wouldn't address the underlying issue that maintaining an internet connection at home isn't a priority.
Does Internet cost more than $100/month?
If it were important, there are legal methods of creating enough additional cash inflow to support a $100/month habit.
I wouldn't suggest anyone get a second job for the purposes of supporting a DDO habit - doing so would interfere with game play time!

selling Plasma.
It sounds like Rest is not motivated to maintain an internet connection at home.
