There's a lot of weird stuff happening; I'm not sure if it is New Stuff, or if I'm noticing it more now that I've upgraded to an SSD and brought the temps down so the game isn't stuttering as much.
A non-exhaustive list of effects I have noticed so far since u22:
Soundburst Stun twist: sound effect occurs, spell goes on cooldown, no effect (on primary target, mobs caught in the blast, or both). Happens maybe 20% of the time.
Stunning Fist: hit mob, nothing, chew mob's face off, stun and accompanying *ding* happens just before - or on a couple of occasions, just after - mob dies anyway. Not getting helpless damage in the meantime.
Mob deaths: I am actually learning to move on when I "feel" like the mob should be dead, as although animations are occuring there's no damage text and nothing appears to be happening. Nine times out of ten, whatever I was fighting drops as I jump to the next target, even though it appeared to be on full health when I moved away. Happening pretty frequently.
DoT: Greater Creeping cold taking so long to kick in that sometimes no damage registers until the spell's off cooldown, at which point I get a cluster of cold-damage ticks all together.
Stormrage: Lightning strikes going off, no extra damage showing up for ages. Happens maybe half the time.
Tsunami: totally random as to whether it does anything or not. Only ever hits one mob, despite description. I've had damage + knockdown, damage with no knockdown, knockdown with no damage, and "nothing whatsoever". Roll a d4. Random is exciting.
Howl of Terror: mobs completing animations or movements before freezing in terror. Also, I have lost count of the times that I've been hit by a spell or effect after the mob is paralyzed. This may have been doing on for ages and I'm only just catching on because I'm not seeing many movement glitches any more. This (and Earthquake also having weirdly-delayed effects) is making soloing the lever pull in Servants of the Overlord more "interesting".
Neutralize Poison: does not neutralize poison, maybe half the time. Does seem to prevent new effects however.
Like I say... it could be that this is just normal shit that I'm only just noticing because the experience otherwise has generally improved. All in all though, I wouldn't be at all surprised to find that if I started throwing things it didn't work a bunch of the time.
