Merging poses a huge problem... Do you want to loose your name ?
Also consider that two years ago we had a lot less areas to be spread over... Basically as the time go, with all the added stuff, the server is going to feel empty, even if the population number wasn't going down... just because the population is going to be spread over more area.
Updated hardware is not really mandatory... I'm still running DDO ( the client side ) on basically the same hardware as when I started playing ( ok, I added 2Gb of Ram, SSD Drives and replaced the graphic cards when they fried, but it's the same mainboard, the same CPU, the same box and so on ).
The main issue ( regarding lag ) is actually not in Turbine hand... but it's in PNAP hand. I'm especially looking at the border router between them and Turbine ( on the PNAP side ) that handle all the traffic for all the Turbine Games ( as well as all the web traffic and more ).
