first of all what the fuck does PROC even mean ?

secondly, what will cause an off-hand weapon to proc ? for example would dual wielding Tiefling Assassin Blades provide more chances for crits ? change the idea to on crit effects - would i get more chances to proc an effect ? is there seperate rolls for main and off hand weapons ?

this is something about ddo i just never understood - <begin name calling>  Cheesy <flame suit on>

TWF: each mainhand attack has a 20-100% chance of proccing an offhand attack.

In DDO, there is a 20% base chance for an off hand attack when two-weapon fighting for every main hand attack.  Everything that can proc on your off hand-weapon procs normally, but you only get half your strength bonus to the base damage.

The TWF feats increase the chance to 40, 60 and 80% respectively, and you can get an additional 10% each from two ranger Tempest enhancement core abilities, and 10% from monk Shintao enhancements.  There is no benefit to having over 100% offhand strike.

Basically, the swinging animations when TWF are not what the actual hits are.  Every swing is a main hand attack with whatever chance for an off-hand.

This, but the word comes from special procedure, and it involved many things besides just weapon procs. Basically, it was something performed differently when a condition (random hit, crit, on a spell, on room entry, on being hit, on a periodic timer, when sleeping, etc) was met.
