CAVEAT: I am assuming Damage Boost applies AFTER Ranged Power. If it does not, Ranged Power will always be a better boost since it scales SA dice.
It all depends on your base Ranged Power before hitting the boost.
If you have ZERO ranged power, than they are equal, except that RP boost hits SA damage, as mentioned by others. If you have SA dice, the answer might be different.
But, if you have 100 RP standing, and then hit a boost for 30 more RP, you have 130RP.
If you have 100 RP, and hit damage boost, you get 30% more damage, inclusive of your ranged power number. That means if you hit for 100 damage:
With 100RP and 30RP boost: 100*2.3=230Damage With 100RP and 30% DamageBoost: 100*2=200*1.3=260 Damage
So you see, Ranged Power scales with how much ranged power you already have, the higher your Ranged Power (my current thrower life in Blitz is at 176 using TOEE set, for example at the high end), the less useful more ranged power becomes. So, if you have high ranged power (which you should), chances are, unless you have a lot of SA dice, that Damage Boost will actually be better.
It's a fair point however, that one costs 3AP and one costs 6AP.
