As an added note, I think raid sagas are dumb. People still need to flag for them. Heroic raids are what? A waste of time since no level takes longer then two hours to pass by. Epic raids? Most of that crap is trivialized by the fact only a couple pieces of the raid gear are of use to any build. When Epic shroud comes, and they keep the gear customization to what it was in the first shroud, most gear in the game will become useless. Which is fine. Shroud is awesome and what DDO should be.
The power creep turned into a power run. I remember the days when you were batshit excited over masterwork gear on your newby. Now it doesn't even exist.
Raid sagas serve no purpose. Let us start with some Heroic ones shall we?
Master Artificer, LoB, Shroud - They are ingredient based crafting. Would vastly dilute any saga to make it unappealing and not worth the extra time people already do not invest into it. As it is all near level 20, so why bother? It wont do you any good.
Chronoscope, Von 5/6, Tempest spine - all are typically currently ran. Wouldn't make a bad Saga I guess. For those 3 anyways.
DQ - usually soloed or done in a small group to avoid instructing gimps that don't know it. Heroic levels are a wash, it is about getting through them, not farming for raid gear you will not use.
Abbot - to much technical skill required to do at level. Still run every now and then on some servers for some of the gear to level with, at 28.
VoD, Hound - Takes to long to get there, it would be faster to run some quests and get level 20 that way. There is potential if the reward was good enough and not diluted by junk.
Horoth - amazingly the name of this raid escapes me. It perplexes me as to why, but whatever. Tower of Despair, just fucking remembered as I typed. I wondered why at first... Then I remembered that it took over 140 runs for my Monk to get a shintao Ring. I was in despair, running through that tower over and over. Not worth it, your are level 20 before you will bother getting flagged. The gear is now irrelevant. As was the flagging and trying to farm out the boots of Anchoring.

VoN, DQ, Chronoscope - Make a Saga, have the actual raid Item drop for saga completion - not the scroll, seal, or shard. BAM! Successful Saga.
CitW - Who cares? Turbine fucked this raid up so badly they sent everyone a box, which this was bugged and many received two boxes, and then nobody ran again. The gear is so largely irrelevant now it begs me to repeat, Who Cares? Flagging process is long - some people still do the flagging though (I do because I like the chain pt2, and 3). So might get away with being able tag it into a Raid saga cluster - just make sure the gear that can drop here takes up two, maybe three reward places. Never more then that. Also, three is really testing it, depending on how many pieces of gear are available at the completion of the saga.

Fire on thunder peak (double dragon, good game in the day), Temple of the Easy beatdown - You would have to stacks of ingredients as the rewards as well as the gear. Making it easier to craft weapons for noobs so they arent as nooby. Vets also get to make more weapons to just play with. A massive stack of thunderforged Iron as well, as it takes so much of it could be in there. Like a stack of 300. I know what you are thinking - but people with raid timer bypass will have tons of ingredients! DDO is long established in the Pay to win scenario, suck it up buttercup.
Fall of truth - it replaced the old reaver raid for the joke raid. Naked runs and what not now go through there. A joke of raid, for joke loot. Why have a saga letting people know it is a joke?
