I have 2 chars, but on one of them I never touched deathwyrm, because I was TRing her as soon she capped 26. So I never bothered getting gear. Now I'm done with TRs and wanted to sit on cap. So, when I went to the thunder forge to craft my mortal fears, I realised I didn't have phlogistons on this char. Didn't bother to pass the ones I duped on my alt to this one, because I just assumed the shit was BtA, as usual for ingredients. /facepalm, and now they fixed the way I knew to pass BtC ings.

Can someone help me plz? Is there any way to pass the phogistons to my alt, or if there is still some way to dupe?

People will join your LFMs if you run this raid. On Khyber, a guildy recently did 20 in about 3 days, without any issue. Lots of people could still use Phlogs for alts or alternate weapons. Some people want the very good items that come from here and rarely drop outside of 20th lists.

As you suspected, moving btc mats between accounts and duping are both currently not working.

You're going to have to do it the hard way.
I'm sure Turdbine has raised the drop rates on phlogs now that the raid is less popular.......

The devs are obsessed with forcing us to play the game as they intend.
So they won't rest until every exploit and short cut is snuffed out.
Game destroying exploits like those crude vials in Cannith crafting must be fixed before addressing any player bugs.
I figured if we told them all exploits were fixed, they could find peace and begin addressing those things that actually adversely affect their playerbase.
Just trying to help them ascend to a higher plane of developer existence.
