Looking at the MF nerf as I was actually approaching 30 phlogs for the first time and wondering if I'd actually be better off going with something defensive on my paladin.
It looks like if I take Dwarvencraft Healing Lore: Passive: Your Healing spells gain a +22% Equipment Bonus to their chance to Critical Hit that I'd also get a +2 to the enhancement bonus on the weapon.
With a level 28 heal augment slotted that would take care of everything needed to fully boost healing. At least 42 spellcasting implement bonus (with the +14 on the weapon), 22% crit heals, and the level 28 devotion augment. Probably end up slotting a level 28 heal augment in the colorless slot to boot.
36 damage per hit on average and MF is a lot to give up but on a maxed out healing amp paladin it seems like you'd get more out of the amp than 36 damage per hit alone. With MF's applicable content being squeezed moving forward I'm questioning whether the advantage of having all the applicable healing boosts slotted outweighs the damage especially given how hard it can be to slot everything you want given Turbine's new approach to new items providing stacking bonuses but few things clearly best-in-slot.

dont do it. you can get heal lorew from FoT gloves or Amrath helm. Dont waste phlogs on that. MF is still great, just not in "legendary content". Which is going to be less content over all. And pretty sure new shit will be OP because turbine hasnt a clue how to design games and cannot sell it otherwise. Make your MF and when the new quests come grind for gsteel 2 and sentient.

Agreed.
The other 3 T3 DPS abilities are still very good. Just keep in mind legendary grind is expected to be mostly vale 2.0, and vale is expected to be mostly fire immune.

Draconic revigoration was already very good compared to mortal fear and I belive it is already best option if you are not TWF with balanced attacks or ranged with pin. There is a bug, when you cleave and it proc you get mutiple charges in boosts. Also it needs red phlogiston and FotP is much faster to do than wyrm.
Edit: if you are a THF paladin don't bother with any of that, just get a Riftmaker.

Anything is better than devo crit chance really.
Boost your hjeal amp, base devo spellpower, implement, more metas if you have spare feats, but you can never rely on crits when you have to hjeal yerself/someone else.

It's always worked. The internal 100 second cool down makes it a bit annoying but the cleave proc is a solid way of recharging.

I'm not sure there is any point in waiting for the vale.
If you have 30 shadow phlogs on a melee toon, your only choices are:
Mortal Fear: On Hit: 8 to 64 Force Damage. In addition, 5% chance to cut non-boss foe's current health in half.
3rd Degree Burns: On Vorpal: 85 to 195 Fire Damage every 2 seconds for 10 seconds, and adds 1-5 stacks of Vulnerability.
Crippling Flames: On Crit: 135 to 325 Fire Damage. On Hit: 5% chance to apply 2 Negative Levels.
Leg Breaker: On Hit: 5% Chance Reflex Save -5, Trip Attempt.
Mind Breaker: On Hit: 5% Chance Will Save -5, Hold Monster Attempt.
Body Breaker: On Hit: 5% Chance Fortitude Save -5, Sunder Attempt.
So, basically MF or two fire DPS options or three 5% (read Vorpal) chance to debuff/CC.
I'm not spending 30 phlogs on a 5% chance to do debuff/CC that has a save.
You could make a case for the fire mobs being stronger than the force, but E-Vale is going to have a lot of fire immune mobs in it. Vulnerability is kinda nice to get stacking, but that's really the only redeeming option.
MF is probably better just on the force damage on hit.
So unless you think they are going to revise the crafting chart in the future and you have 30 shadow phlogs, MF will still be your best option.

BTW,
Options that use Fire Phlogs are interesting, but not really relevant since we are talking about what to do with the 30 shadow phlogs you have. Now, if you don't have 30, the question of giving up and doing something else makes perfect sense. At that point, BE and DR have value. BE is interesting because it is fire and Negative damage. DR is interesting for its indirect ability to recharge your haste boost and damage boost, etc. Stacked Hast Boost+Damage Boost is still one of the best ways to bring the serious hurt.

Yeah, after looking at what's going on right now I think I'm actually going to sit on the phlogs. I don't need the weapon at the moment...going to hit 28 and either ETR again or likely finally do my ITR. I'll let the high level gear dance settle down a bit before I burn those phlogs. The ITR would buy me the time with my main in heroic levels to figure out what's going to work best out of the new stuff and then I can decide which direction to go.

Draconic Reinvigoration is a hot swap at best. No reason to keep swinging it full time. Much content you don't even need recharges.
Crippling Flames might be the best trash-clearer in Legendary though solely by virtue of the double neg level if mob HP bloats as much as I expect it to.

Was thinking this as well. Was there a cool down on the neg levels or just random 5%?
