I hope that this is just poor wording, since these release notes in general are full of poor wording and errors. Because what it says is exactly how it works right now, prior to this patch. So no change and no need to make a patch note about how they didn't change anything despite overwhelming player feedback asking for the logical change to make reaper and standard XP be properly based on the adjusted level of the quest.
Actually, prior to the patch, the base Reaper XP awarded is indeed based on the Elite level of a quest, not the Normal.
The over-level penalty is based on the Normal, though, which the devs were apparently clueless about, until forcefully having their noses rubbed in in multiple times.
My interpretation of the release notes, pending confirmation after the patch, is that this is a nerf to base Reaper XP, out of spite by the devs at having their own cluelessness pointed out to them.
E.g., prior to patch, base Reaper XP for, say Dreaming Dark on 4 skulls, was:
50 + 3*(level=22)*(4skulls) = 314.
If this is the nerf I think it is, it will go down slightly to:
50+3*(level=20)*(4skulls) = 290.
