Quick en/ln quests to knock out the 42 heart seeds?
My feeble memory has a run through:
Trial by fire
Lords of dust
House of rusted blades
Impossible demands

I tend to avoid the demon web because of time to get to the quests due to the disappearing paths and too lazy to reset.  Have thrown in a snitch run, but that borders on too long for the purpose.  Are some of the new quests from u39 quick?

...and yeah, I typically need 20 to 24 if I convert comms gained on the run to 30.

I'd say just the dailies with a level 30 character will get you there pretty quickly (never seem to be any lack of players willing to push the EN easy button for quick XP).

Side note - a permanent level 30 auralock running DA once a day while you're doing something else is a pretty easy way to keep a steady supply of heartseeds and tokens.

Tavern brawl, grim and barret, subversion if can knock (ddor lvl 11 hire or shadowdancer), into the mists and most other rl quests. Yet best option is to stay 30 for a week and farm some rxp you'll have tons of seeds and cash this way.
